The methodology adjusts the selection of individual journals, which commenced in 2018 and concerns itself with securing EIR for the term from the year 2019. The purchase of individual journal titles is, within the structure of most consortia, a rare choice, limited usually to the most prestigious (and most expensive) journals like Nature, Science (see for example FinELib). Because of that the Methodology of CzechELib also includes many exceptions and qualified recommendations of Technical board.

In accordance to the Methodology only the most prestigious titles from the upper percentile, as designated by Scopus database, will be supported.
